No H1 Tags and other SEO questions

I'm not sure if this is deliberate. I would have expected the question title to be in H1 tags on the question page, for SEO purposes? Also perhaps the title should include the category. Some kind of basic breadcrumb would also make sense. Tags are being used in meta keywords, but google no longer looks at meta keywords, so that important data is not doing much work in SEO terms. Do you have any thoughts on these points?
