I'm confused by the _META

The %# seem to vary each time it is used - see below. By looking at the actual emails it was possible to decipher what is what.

I have two questions:

#1 is there a place to see what is what and used where? (so it can be changed)
#2 where is it defined that the link to the question or answer is an actual link? >>> REASON: I may need to change the link and point to a different location alternatively be able to add my own meta tag which needs to be a link.
