Edit poll equals create poll
I've set 1 poll per day limitation in settings, but looks like it also affects editing polls. Steps to reproduce:
1. Create poll.
2. Try to edit it.
3. You should see "No more polls today" message.
Definitely shouldn't bee this way, especially considering you have 2 different tasks for these operations - form and edit.
