I would like to prompt guests to login when trying to answer a poll

As it stands now, if user permissions restrict guests, then they are showed the results of the poll only, not the poll form.

I would prefer guests are showed the poll form and only if they try to vote they are prompted with the POLL_VOTE_REGISTER= text.
