User voted as guests, which is not permited

joomla : 1.6.3
a user voted on my polls but he got tracked as guest in poll details o_O
menu item is only accessible to registered group
public permissions in OPTIONS next to control panel, all check out as "not allowed".
configuration is also set to track usernames as Vote Restriction Method only so i fear i'd get double votes and such.
I don't how it happened but its annoying ... Any ideas of what i did wrong
