I'm not sure what would be better...
1) Admin access to all surveys in the front-end (currently only see their own). This could be a tab that says "All Surveys" that only appears for admins (or whatever group you select as "survey administrators" - could be a config option)
OR
2) Better access to surveys in the backend (questions, reports, etc.).
I suspect #1 would be way easier. For my purposes that would be fine.
