Access level can only stop access to restricted set of people. You need to edit survey and set the "Finish Publishing" date to stop taking responses anymore. -

This is done by your editor. If you are using JCE editor, you can go to its profile and change the URLs to relative url in the advanced options. -

Users get notifications only when they subscribe. They can check the subscriptions from My Subscriptions page and unsubscribe them. If you want to disable a few notification...
